Add an individual scholarship program view (e.g. Program Detail page)

Description

Consider adding a Program Detail page for the HS and college student searches (and any modeled after tis format).

This would mirror the existing Program Detail page in the Exchange Member Site, and includes valuable information like the award announcement date, the number of awards, and the application type (online v PDF). Will likely exclude Award Type.
