Council Charter

Last Revised: December 2024

Council Overview

The Apply Tampa Bay Council provides programmatic subject matter expertise, directional guidance, and technical expertise for the Apply Tampa Bay initiative and its Scholarship Search website. Committee members are not required to have deep technology expertise; only experience in the scholarship community is required.

Council members are, ideally, in a program leadership or technology leadership role in their respective organizations and programs. The primary function of the Council is to:

  • Advise the NSPA regarding the scope of work for the Apply Tampa Bay Scholarship Search

  • Prioritize activities taken on by the Council and any Working Groups

  • Make recommendations and provide feedback concerning potential additions, clarifications, and changes to the Apply Tampa Bay Scholarship Search

  • Provide technology direction and programmatic feedback on issues that have surfaced

A note regarding initiative scope: The Apply Tampa Bay Scholarship Search is an initial project of “Apply Florida,” a broader initiative to create a shared scholarship application platform. As of early 2025, the Apply Florida initiative and its charter are under development. Participation in the eventual Apply Florida work is not a prerequisite for contributing to this Apply Tampa Bay Scholarship Search.

Participation Guidelines

  • NSPA will convene and lead council meetings, distribute meeting materials, and host additional meetings as needed.

  • We will solicit input and feedback from stakeholders:

    • Via Apply Tampa Bay Council meetings

    • Larger-tent meetings to come in 2025

    • Via email, survey, document commenting, or other asynchronous methods

  • This is truly an advisory Council, and participation is not contingent on funding this initiative.

Council Member Time Commitment

Council members provide input on the technical and nontechnical aspects of the solution.

  • The NSPA is committed to minimizing the time required of participants.

  • The Apply Tampa Bay Council (ATBC) and ad hoc working groups will convene virtually every month, typically for 1 hour, with additional meetings as indicated.

  • We estimate an additional 1–3 hours of optional input opportunities per month.

Communications & Logo

  • We are grateful to the Apply Tampa Bay Council participants and would love to promote these organizations on the Apply Tampa Bay Scholarship website.

  • NSPA will request permission for usage of an organization’s logo prior to placing it online.

  • View logo placement on the Apply Tampa Bay Scholarship Search here.

Council Meeting Logistics

  • Meetings will be called by the NSPA Coordinator (described below).

  • The Apply Tampa Bay Council (ATBC) and any ad hoc working groups will convene virtually every month with additional meetings as needed.

  • Most sessions will be held via web meeting (e.g., Zoom). Members may participate “live” or provide written input before a meeting, though live attendance is encouraged.

NSPA Coordinator

The NSPA shall appoint a staff member to coordinate and facilitate the Apply Tampa Bay Council's activities. The coordinator will also ensure that the NSPA leadership, board of directors, and members are informed of the Council's activities.
